Federal regulation requires that all DEIS studies be re-evaluated by the sponsoring federal agency before filing the Final EIS (FEIS) if there have been changes to the project or potential changes in the environment. The Federal Transit Administration (FTA), which is the sponsoring agency for TEX Rail, has directed the re-evaluation analysis to be incorporated into a stand-alone Environmental Assessment (EA). The EA which will be discussed at the meetings addresses the changes that have occurred within the project and the environment since the 2008 DEIS.
